UN Partner Portal
Inter-agency business process application

Project summary
The United Nations is a complex, distributed organization composed of multiple agencies working with countless corresponding partners on various projects throughout the world. The distribution and organizational complexity of the UN made collaboration with partner organizations difficult to manage. UN agencies had no single source of truth for engaging with partner organizations. Working with a mix of disconnected systems requiring manual data entry, siloed data and inefficient workflows.
The UN Partner Portal, led by UNHCR, UNICEF, and WFP, tackles these challenges. It aims to remove operational bottlenecks by providing a single source of truth and a streamlined digital process for managing UN agency partnerships.

Transforming complex requirements into user-friendly portals
Kellton Europe (formerly Tivix) was selected for this project due to our long-term agreement with UNICEF and our ability in working with various stakeholders and managing complex requirements.
This collaboration between UNICEF, WFP, and UNHCR required solid communication skills and a good grasp of UN operations.
Kellton Europe (formerly Tivix) developed two portals, managing UX/UI design, development, production, and support. The team turned high-level requirements into technical specifications, making sure everything was user-friendly and consistent across platforms.
Design philosophy
Key design goals and approach:
Consistency across UNICEF projects
Maintaining a uniform design standard across all UNICEF platforms was a primary goal.
Google’s material design
We used this design approach to create clean, user-friendly layouts, leveraging common web design elements.
Intuitive user experience
Material Design components like tooltips, cards, and tabs were implemented to provide a seamless and intuitive interface.
Polymer framework: This frontend framework enabled easy development of consistent UI elements across the platform.
2.5 years, two continents, one vision
We built the entire platform from the ground-up, over the course of 2.5 years, with 3-6 team members engaged full-time on the project at any one time. Work was conducted in collaboration with UN employees based out of their New York and Geneva offices.
We used a hybrid agile approach: during the requirements phase, we followed a waterfall methodology; then transitioned into agile sprints for the main development phase. Every 2 weeks, we showcased the latest set of deliverables and incorporated our feedback for the next demo.
Successful deployment of UN portals
Kellton Europe (formerly Tivix) delivered two portals:
UNPP for agencies
Manages the RFP (Request for Proposals) process, allowing agencies to request Expressions of Interest (EOIs) from Civil Society Organizations. These EOIs typically relate to the supply of goods and services for humanitarian projects.
UNPP for partners
Provides partner organizations with access to relevant documents and reports concerning their collaborations with the UN.
Upon project completion, the system was transitioned to the United Nations International Computing Centre (UNICC) for maintenance and deployment across various UN agencies worldwide.
They demonstrated a strong commitment to delivering results, effectively translating business requirements into a highly functional technical solution.
